Background

Douglas Baker is an approved mediator in the United States District Court for the Western District of Pennsylvania. He also mediates with the Equal Employment Opportunity Commission,  the Commission on Human Relations, and Just Mediation Pittsburgh.

​Before becoming a mediator, Douglas clerked in the Western District of Pennsylvania and the Third Circuit, worked as a litigator at three global law firms, and served as an Assistant United States Attorney.

Education and Experience

Legal Experience

Douglas Baker was an Assistant United States Attorney in the Civil Division of the United States District Court of the Western District of Pennsylvania. As an AUSA, he defended claims against the federal government, including tort and employment cases, and handled fraud cases.


Before that, he worked at three global law firms, where he litigated in state and federal courts at both trial and appellate levels, including the Pennsylvania Supreme Court, the South Carolina Supreme Court, the Florida Supreme Court, the Third Circuit Court of Appeals, the Sixth Circuit Court of Appeals, the Ninth Circuit Court of Appeals, federal district courts across the country (e.g., Pennsylvania, Ohio, Illinois, Texas, Delaware), as well as many state trial and intermediate appellate courts. He has also arbitrated before the International Chamber of Commerce and in cases involving Bermuda Form insurance policies.


As a litigator, he represented clients in a variety of complex commercial matters, such as disputes involving health care, contractual breaches, civil RICO claims, intellectual property, and aviation. He also spent several years representing corporate policyholders in disputes with their insurers, including in cases arising out of product and environmental liabilities.
